Alain Bauer

Alain Bauer (born the May 8th 1962 with Paris) is a criminologist and Consultant French, specialist in the questions of security.

Biography

Having a training of Lawyer (Public law and Constitutional, Political science), it joined the Institute of Criminology after having taught with the IEP of Paris. He teaches today with the universities of Paris I, II and V (Sorbonne), like in the Center of Higher learning of the National police, the National school of the Magistrature, and the 3Ecole Nationale Sup3erieure of Police force. He also exempts courses abroad and was named member of the board of directors of the Institut of international relations and strategic (IRIS). He is also President of the Council of Orientation of national Obsevatoire of the delinquency (since 2003) and the National Commission of the vidéosurveillance (since 2007). He was member of the national advisory commission edes human rights (2000 - 2003) and the High authority of fight against Discriminations and for the Equality (DUMP - 2005 to 2007).

He is the author of a score of works on the criminality and of ten on the Franc-maçonnerie. He was very criticized for some of his works. Its work entitled urban Violences and insecurity in the “collection which Know I” with the university Presses of France with Xavier Raufer is shown in example by certain researchers like an example of the randomness of the quality of the books published in this collection. Sociologists highly criticized the step (and the legitimacy) scientific of Alain Bauer, in particular by the fact that it limits his analysis to an approach manager of the effects (that of the fight against violences) by minimizing the sociological analysis. For Alain Bauer, these criticisms are often the fact of militants hiding behind the statute of researchers preaching the “culture of the excuse”.

Moreover, Alain Bauer is general President-director of AB Associates, Consultancy in safety grouping ten associated consultants. So the confusion supposed between its statute of researcher (whom he asserts) and that of chairman of a consultancy would pose a problem of deontology: it sells solutions with the dangers which it describes (what is also the case for the teaching hospital doctors, the jusrists or the teachers coming from the world of the company).

In spite of these criticisms, the analyzes and the solutions of Alain Bauer meet a sharp success in particular by its mediatization starting from the end of mandature of Lionel Jospin like Prime Minister (at the time of the turning of the vision in the field of the public safety of the Socialist party in 1997 with the conference of Villepinte initiated by Jean-Pierre Chevènement). After having been adviser near the Prime Minister, Michel Rocard, of 1988 to 1990. Alain Bauer is suspected of being itself committed in the presidential campaign of 2007 of the president of the UMP by putting at his profit his knowledge trade unions of the policemen and officers and his many friendships with many police chiefs and high-graded, even if no public statement could show this fact.

To advise Police force of New York, Safety of Quebec and Los Angeles Department Sheriff, it supervised the publication of the first in-depth study on internal terrorism in the United States in August 2007 (Radicalization in the West, the Homegrown Threat).

Appointed President of the Commission on the control of the files of police force, it published a very critical report on the subject in 2006. He was also rapporteur of the work group on the police force of daily safety, proposing an upheaval of the organization of the services on more coherent territories.

The President of the Republic and the Prime Minister asked him to direct a mission for the bringing together of the training institutes, research and analysis of the questions of security and strategic in August 2007.

Former Large Master of the the Great East of France of 2000 to 2003, it was to advise of a Nature and assistant of Philippe Guglielmi of 1996 to 1999. He is laic member of the Board of Management of the Institute of Studies of Sciences of Monk (IESR).

In September 2006, the offices of Alain Bauer were searched within the framework of the Affaire Clearstream 2. The investigators sought elements on information which he would have discovered concerning the " corbeau" supposed business, Jean-Louis Gergorin.
