Airport of Poitiers-Biard
The airport of Poitiers-Biard is an airport of the department of the Vienna.
This Aéroport is opened with the commercial, regular traffic national and international or not, with the private aircrafts, IFR and VFR. Of modest size, he sees passing a growing number of passengers since 2001, in spite of important risks (departure of Air Lib, of Buzz, postal freight, arrived of Ryanair, Airlinair).
The Aéroport of Poitiers-Biard was the subject of a report/ratio of the Regional court of the accounts of Poitou-Charentes, made public on September 24th, 2007.
It is noted in particular that the noncommercial flights dominate of number, but it is the regular lines (London and Lyon) which ensure the essence of the expenditure and receipts and constitute the economic issue. The official support for the operating companies of these lines calls observations of the financial jurisdiction:
- if economic interest of the line Poitiers - London seems assured (100 000 passagers/an), the conditions of the assistances (560 K€/an) versed to the company at low cost do not appear in conformity with the European texts: similar cases were sanctioned by the administrative jurisdictions;
- of the companies profits from airport services to tariffs negotiated lower than the public tariffs, without preliminary information of the consular assembly, which raises question in European National right and (publicity, nondiscriminatory character, European guiding lines) within sight of the sums concerned: approximately 400 K€/an.
- the line Poitiers Lyon is subsidized legally, by “obligation of public service” shared with the Aéroport of the La Rochelle. However, the supported cost (350 K€/an) - even mutualized and decreasing in time - appears high for the number of passengers concerned (15.000/an), whereas the demonstration of the adequacy of such a service road to the objectives of the Aéroport is perfectible, in particular from the cost point of view/effectiveness.
