Agricultural Social insurance system
The agricultural social insurance system ( MSA ) is an obligatory Social Security of paid and owners of the agricultural sector in France.
It relates to the traditional agricultural sectors (agriculture, paysagism, sylviculture, etc) and related (Agricultural credit, Groupama, etc).
The MSA covers the risks according to:
- Sickness and maternity
- Retirement
- Industrial accident
- Family
The fact that the MSA is equivalent to a CPAM, a CRAM, a CIF and with a URSSAF (and more still) is described as " Unique" counter; who allows to bring in only one render a service complete to the Member.
The agricultural mode, managed by the MSA, covers more than 4 million people. The MSA is cut out in local case with the image of the CPAM.
The agricultural mode is a democratic mode of social protection in which the users of this public service mission elect cantonal delegates who elect boards of directors of case monodépartementale or pluridépartementale. This council of Adminitration directs the policy of the Case while respecting the missions registered in the rural code and the code of the social security.
History

1900 : foundation of the grouping “agricultural Mutual benefit insurances”
- 1928: laws making compulsory the constraint of all the employees to the disease risks, maternity, death and old age.
- 1940 : the MSA is confirmed officially as a company doctor whose mission is to manage the whole of the social risks of the agricultural policy-holders.
- 1951 with 1958: progressive installation of the Old-age insurance for the agricultural employees
- 1952: creation of the old-age insurance of the farmers
- 1960: creation of the BAPSA (Budget Annexes Social security Benefits Agricultural) and installation of the ASS (Medical and Social Action);
- 1961 : creation of the health insurance of the farmers (AMEXA)
- 1966: creation of the insurance of the accidents of the farmers with freedom of choice of insurer (AAEXA)
- 1972: creation of the mode of compulsory insurance which covers the industrial accidents, way and occupational disease, for the employees of agriculture
- 2002: reform and revalorization the cover obligatory of the occupational disease and industrial accidents for nonthe agricultural employees and installation of funds of prevention of the occupational hazards whose management is entrusted to the MSA.
- 2003 : creation of the mode of supplementary pension obligatory for the chiefs D? exploitation or D? agricultural company. This new mode also makes profit from free rights to the RCO the chiefs D? exploitation or D? agricultural company reprocessed, under certain conditions.
Birth of the first agricultural mutual insurance companies to the creation of the MSA
It is during second half of the XIXème century that the farmers felt the need for a certain collective organization of their profession. To face the difficulties related to the destruction of their goods, their harvests or with the loss of their cattle, they created the first local mutual insurance companies.
At the beginning without defined legal status, these mutual insurance companies make considerable great strides on all the territory and one counts some up to 557 in 1889.
It is a law of July 4th, 1900 which devoted the existence of the mutual insurance companies guaranteeing the farmers against the risks being able to occur on the exploitations. These mutual insurance companies form the branch of the Agricultural Mutual benefit insurances (AMA), connects elder Agricultural Reciprocity. But the true Social Security is instituted by the law of April 5th, 1928, modified by that of April 30th, 1930; these laws make compulsory the constraint for all the employees and the participation of the employers. Thus the risks disease, maternity, death and old age are managed.
From this time, and with the institution of the family benefits for the employees then for the owners, one attends the birth of what will become the social branch of Agricultural Reciprocity. Helping itself of the structures in place and in particular cases " accidents" , the notion of social protection of paid and the new obligations that involves develop then near the farmers.
From 1940, under the supervision of the ministry for Agriculture, the MSA is confirmed officially as a company doctor whose mission is to manage the whole of the social risks of the agricultural policy-holders.
With the ordinance of October 4th, 1945, which affirms the principle of the universality of the Social security and envisages the maintenance of the plurality of the modes, the MSA continues its action in the agricultural medium and sets up in 1949 an elective system. The MSA is thus managed in a democratic and professional way.
Towards a total social protection of the agricultural world.
In the decades which follow, the MSA will act for the improvement of the social coverage of its nationals, paid or not paid, by widening its field of cover to new branches.
Philosophy of the MSA: Solidarity, responsibility, democracy
It is in its roots and its history that the MSA drew the essential values which always guided its action.
This philosophy is based obviously on the concept of mutualism to develop a true solidarity:

- Solidarité between agricultural areas to strong productivity and rural areas fragile
- Solidarité between people in good health and patients or handicapped.
For the MSA, they are men and women responsible and interdependent who thus built their social protection system and who continue to manage it as well as possible interests of each one. A system where the democracy is not a vain word since its elective structure is based on the principle " A man, a voix" and represents all the components of the profession.

Missions of the MSA
The MSA, the mode of social protection of the agricultural world and rural in France manage protection legal and complementary to the whole of the agricultural profession (agricultural owners and employees, like their families), that is to say nearly 4 million people.
In 2006, it poured 25,4 billion euros of social security benefits in the fields of health, the family, old age, the occupational disease and industrial accidents.
A single reception of proximity for a complete offer
The MSA is an professional organization manager of the public service of the social protection of the agricultural workers. It is contingent on a decentralized structure, with at the national level, a Central Case, at the departmental or pluri-departmental level, cases of MSA and many local agencies in contact with ensured of the agricultural world.
At January 1st, 2007, the network of the MSA gathers 49 cases including 23 secondary roads, 14 pluri-secondary roads and 12 federations, with an objective of 35 companies in 2010.
Its action as regards Santé Safety with Work makes the only mode of social protection of it manage in its center the occupational medicine and the prevention of the occupational hazards.
The representativeness of its elected officials and his knowledge of rural environment also make of it a true expert in the social domain.
The medical and social action supplements the offer brought to the farming population with the title of basic legal social protection, while acting at the same time near the people and on the medium of life.
Lastly, the MSA developed a range of services to meet the particular needs for certain members.
A democratic representation
The MSA is a decentralized institution with elective structure representative of the whole of the farming population.
All the people who raise of the agricultural mode and meet the conditions of eligibility form the electoral base which is organized in 3 colleges:
The 1st college represents the individual farmers The 2nd college is composed of paid agricultural agriculture and companies. The 3rd college includes/understands the managers and heads of undertakings of agriculture employer of labors. A true participative management by the nationals of the MSA is in place and the elections take place every 5 years. Some figures:

Dependence
Green presence: to live at home in full safety
Green the Présence remote support makes it possible to the elderly in full safety to live at them. In the event of problem, the elderly start a call starting from a telephone transmitter with the power station of Green Présence listening. Especially trained interlocutors take turns permanently, 24:00 over 24,7 days out of 7, and a voluntary network of proximity intervenes if need be.
To date, Green Presence, first service of remote support in France, account more than 70.000 subscribers.

MARPA: rural house of reception for elderly
Not medicalized small structures of reception from 20 to 24 residents aiming at maintaining the elder ones in their territory. The apartments offer a family and autonomous lifestyle thanks to direct accesses towards outside and the possibility of taking part in daily life (kitchen, etc). The elderly live as at it and profit from the social relations and stimulation necessary to the good ageing. She is accompanied by a small team anxious to answer her waitings.
One counts 117 today Marpa everywhere in France, being located all in pleasant environments, near various services (doctor's offices, care male nurses, housewife assistances, shops, etc) which maintain the social link.
