The project AGREEMENT is a project launched by the French State in 1996 in order to integrate within a single information system the whole of the actors of the chain of the expenditure (financial managers, directors, controllers and accountants), for the whole of the national expenditure. AGREEMENT, which is also the name of this information system, is the Acronyme of Application coordinated of accounting, scheduling and payment of the expenditure .

The interdepartmental project Accord is controlled by the Agence for the Financial data processing of the State (AIFE)

Calendar

  • December 20th, 1999: The AGREEMENT application is officially open.
  • June 2001 - December 2003: The deployment of the first version of the application, called Agreement 1, is carried out in twelve ministries.

  • 2004 : The three remaining ministries (Defense, Foreign affairs, Agriculture) are connected, in spring 2004, a version with the state of the art of the software package, called Accord 1 (a). Consequently, 7  000 actors of the central expenditure use the Accord application, in accordance with the initial calendar of the project.
  • 2006 : AGREEMENT LOLF. Fundamental changes introduced by the Organic law concerning with the finance laws (LOLF) which takes effect into 2006 require to adapt the existing financial applications, and in particular Accord. The application Accord LOLF, which results from this adaptation, is deployed in all the central administrations for management 2006. This adaptation makes useless a project initially called AGREEMENT 2, which will thus be born never.
  • 2009 : The system Chorus, conceived ex nihilo for the LOLF, will replace the system AGREEMENT in the long term. Its déployement in all the central administrations and decentralized is envisaged in 2008 - 2009.

First assessments of the implementation

It is envisaged an annual evaluation by the Court of Auditors of the implementation of LOLF.

The annual report 2006 of the Court of Auditors, bearing on the exercise 2005, before the first year of implementation of the LOLF, gave a report on a great difficulty of evaluation of the active S of the State, particularly the Intangible fixed assets, which correspond in particular to the equipment Informatique S. This inventory of fixtures was confirmed by the report/ratio Levy - Jouyet on the economy of immaterial the, in December 2006.
