The administration of Le Havre is carried out by a Municipal council elected, chaired by the mayor.

- the 1st canton is made of part of the Harbor (districts of the Downtown area, Perret and Saint-François: 14 739 inhabitants)
- the 2nd canton is made of part of the Harbor (districts of the port, of the Eure, Snows, Valley-Berreult, of Arcole-Brindeau: 24 245 inhabitants)
- the 3rd canton is made of part of the Harbor (districts of Graville, Soquence, Holy-Cecile, Aplemont: 23 320 inhabitants)
- the 4th canton is made of part of the Harbor (Danton district and Ormeaux: 15 376 inhabitants)
- the 5th canton is made of part of the Harbor (districts of the West coast, Tourneville and Saint-Vincent: 28 712 inhabitants)
- the 6th canton is made of part of the Harbor (district of Sanvic) and commune of Holy-Addresses (24 966 inhabitants)
- the 7th canton is made of part of the Harbor (districts of Dollemard, Cardinal Points and of the Mount-Strapping man: 27 642 inhabitants)
- the 8th canton is made of part of the Harbor (districts of the Red Pond and Wood of Bléville: 15 186 inhabitants)
- the 9th canton is made of part of the Harbor (districts of Round slices and Caucriauville: 24 602 inhabitants)
Communes annexed to the city
- 1852 : Ingouville and of the parts of Graville-Holy-Honorine and Sanvic
- 1910: Graville-holy-Honorine entirely
- 1953: Bléville
- 1955 : Sanvic entirely
- 1971: part of Harfleur (district of Caucriauville)
- 1973: Round slices (with the statute of common partner, 3 184 inhabitants in 2006)

- Since the June 25th 1995: Antoine Rufenacht (election and re-election the March 25th 2001)
