Actors of a road project

Any project, in some field which it intervenes, requires of the successive studies whose ranges and objectives different and will be adapted to the specific problems to each level of definition.

Characteristics of the projects of road infrastructures
These projects are primarily marked by their environmental impact. They are new roads, highways, but also of modernization of routes, creation of new terminal points (crossroads, gyratory, exchanging…). If a majority of citizens is user of the road, the same majority considers with difficulty the passage of a by-pass in the content of its garden. It is phenomenon NIMBY ( Not in my back yard ).

The social requirement also evolved/moved, of the lobbies developed in all the fields: environment initially, but also of defense associations of district, or the more precise sets of themes like the defense of certain birds, reptiles, chyroptères…
The determination of the solutions will also depend on the taking into account of the constraints of environment of all kinds.

With the genesis of a project, exists a need, a problem, a change of situation. It is essential to know the initial situation, it is the environment of the project. It is about the context, its dimensions are economic, environmental, political, social. The first of the stages of a project, which the project management will deal with, is the knowledge of this context.

A project associates a whole of actors directly or indirectly concerned, they could be driving, decision makers, but so adverse.

Control of work

It is the initiator of the project and that which orders it, it will not study the project, but on the other hand it must know the functions, the objectives of them. It will thus define the program. The building owner defines in the program the objectives of the operation and the needs that it must satisfy, as well as the constraints and requirements for quality social, urban, architectural, functional, technical and economic, of insertion in the landscape and environmental protection, relating to the realization and the use of the work.

The building owner can be public or private. With regard to the public building owners, their exercise is framed in France by the law n°85-704 of July 12th, 1985 defining the public control of work and its relationships to the control of private work. It is primarily about:

the State and its public corporations
territorial collectivities, their public corporations, public corporations of installation of new city
private organizations mentioned with the article L. 64 of the code of the social security, like their unions or federations
private organizations of housing public sector as well as the companies of mixed economy, for the rental residences with use helped by the State and carried out by these organizations and companies

Control of work

It is the entity which will study the project on the basis of program and will take care of its implementation. When it is about work, the control of work deals with the control of the completion of the work. The mission of control consists in bringing an architectural, technical and economic answer to the program.
The program is a prerogative of the control of work. The project superintendents do not have thus to work out nor to modify the program, which does not enter their field of intervention.

It can be a question cofinanceurs, but also of public people concerned with the project (administrations, local government agencies…)

Users

They are the recipients of the project, when it is about a public work.

Public

It is the whole of the people who constitute the human environment of the project.
