Abou Faraj Al-Libbi , or Abou Faradj Al-Liby, alias Dr. Tawfiq, is an islamist terrorist, chief of the actions Terroriste S of Al-Qaïda to the Pakistan, and person in charge since April 2004 of the “Department of external operations”, which means that he is the first person in charge of the operations carried out in Occident.

Biography

It is originating in Libya and it would be implied in two attempted murders against the Pakistani president Pervez Musharraf in December 2003. He is a close relation of Usama Bin Laden and can be regarded as number 3 in the hierarchy of the organization and had accounts to return only to Bin Laden and Al-Zawahiri.

It is in April 2004, at a secret meeting which was held with Quetta, that it was elected emir of the “Department of external operations” of the organization.
