History

AIDS Information Service, national association of fight against the AIDS, national service of phone-tapping, was created by the French Agency of fight against AIDS (AFLS) in partnership with association ASSISTANCES. The AFLS, created in 1989, by the government had the role of bringing its logistical support for the organizations of ground and of coordinating the efforts of prevention of the AIDS. Convinced by Pierre Kneip (1944-1995), then voluntary person in charge of the telephone permanence of ASSISTANCES Ile-de-France, it wanted, following the example what was done already in several countries of Europe, supplementing the fight plan against the AIDS by setting up a national phone line in the form of a free number accessible 24:00 on 24 and 7 days a week.

The telephone experiment of ASSISTANCES

Sida Info Service profited from preliminary experiments as well with regard to the place of the phone-tapping in the fight against AIDS as from the point of view of the ethical concern on which its operation rests since its creation.

ASSISTANCES had as of 1985 organized a service of phone-tapping. Pierre Kneip

Founder of AIDS Information Service, Pierre Kneip was the director of 1990 with 1995, date of his disappearance.

In 1985, little time after having learned its seropositivity, it joined association ASSISTANCES. For him, “the best way of not being insulated is to go up in first line and to be implied, closest to the information sources, of all that can help to include/understand and live”. In spring 1994, Pierre Kneip is one of the craftsmen of the construction of the project Sidaction. In May 1994, it is named by the Prime Minister member of the National council of the AIDS where the quality of its ethical reflection is a priceless contribution.

Independent man, Pierre Kneip carried out, in the respect of the others, a permanent combat to make hear the voice of the people reached. Since the opening of the service, 12 paid, 19 voluntary volunteers died of the AIDS without counting all those which collaborated closely or by far in the good performance of AIDS Information Service.

A single number, a regionalized listening

Today five poles structure this regional establishment (Bordeaux, Grenoble, Montpellier, Paris and Strasbourg), and seven regional delegations (Cayenne, Lille, Nice, Marseilles, Nantes, Rheims and Rennes).

To adapt to the evolutions of the epidemic

Fifteen years of experience, more than 2.000.000 of phone interviews: the sum of knowledge acquired on lived of the women and the men who have recourse to Sida Information Service is considerable. In May 2002, the line Contraception IVG Aquitaine is open: it is about a line of information, orientation and listening which is addressed to any person concerned with the Contraception or the Voluntary interruption of pregnancy. It is extended today to the area the Limousin .

Today this adaptation to the evolutions of the epidemic and certain problematic news of public health remains a priority granted to the missions. The needs for the public concerning the HIV evolve/move strongly, in particular because of the many technical projections (treatments, modes of Dépistage), but also because the epidemic continues, and that new categories in the population (migrants, women, heterosexuals) are increasingly concerned.

In addition, of new problems of public health new needs cause: some present similarities with the Infection to HIV (Hépatite S, Infections sexually transmissible), others appear punctually with sometimes a great acuity (contamination in medium of care).

The relative information with the rights of the patients is also a priority and is the subject of specific approaches among the actions of AIDS Information Service. To this end was launched in March 2004 the Droit device of the Patients Information.

Regional actions

Since 1990, association Sida Information Service is present on the whole of the national territory thanks to the establishment of poles of listening regional and departmental or regional delegations. This concern of being present at the local level, in particular in the areas most touched by the epidemic, answers the double objective of optimization of the services rendered at the national level and of notoriety of the phone services. This makes it possible Sida Information Service to be a true actor in the field of the public health, initiator of specific actions, as well at the regional level as departmental.

International actions

Created in 1998 and animated by our structure, European network ENAH federates the devices of Téléphonie social specific to VIH/sida in the Others country of Europe. It allows the co-operation and the division of experiments, as well as a better visibility at the European level. Within this framework, Sida Information Service resolutely took the party to engage of the international actions of transfer of competence and co-operation with partners external requiring a help either with the reinforcement of the existing telephone device, or with the creation of an autonomous service of listening.

Sida Info Service for example strongly supported (councils, technical assistance and formation) the creation of Hello Information AIDS to the Morocco in 2002. Several cooperative projects are today in parallel under development with the Cameroun, with the Kampuchea, in Poland and with the Mauritius.

In January 2004, Sida Information Service joined platform ELSA, originally Créée by five fight associations against the French AIDS in March 2002 with the financial support of the Ministry for Foreign Affairs.

Education acts

Since 1994, association is recognized like training company professional counsel and proposes, with the professionals and the associative medium, of the training courses related to our expertise, with listening, the relation of assistance, on the problems of VIH/sida, hepatitises, STI and the Sexualité.

Actions of restitution

To ensure its mission of restitution as well in the field of the HIV, hepatitises, STI, associated pathologies as contraception, IVG and sexuality, association Sida Information Service is based on the service evaluation and quality made up of a person in charge of service and four in charge with studies and research.

This service maintains a close link with the unit the services of association and more particularly with the teams of listening which collect the qualitative and quantitative data starting from cards of call.

Its action is registered in harmony with the strategies of action initiated by the Ministry for Health.
