- Famine due to one rigorous winter in the Byzantine Empire (927-928). To buy foodstuffs, the small farming community sell its grounds at prices much lower than their value, often of more than half. The emperor restores the right of pre-emption, extends it to the village community as such, but limits it to six months (928). This provision is insufficient because the weak ones did not have any more what to buy the vacant grounds and the powerful ones could buy during winter 927 - 928 of the whole villages.
