Marc Joulaud is a Politician French, born the September 3rd 1967 with Mayenne (Mayenne).

He is member of the Union for a popular movement.

Biography

Marc Joulaud is graduate in right, first of all of the Université of Maine, with the Mans, where it obtains a license in public Droit, then of the Université Paris 1 Pantheon-Sorbonne. He studies then with the Institut of political studies of Paris where he specializes in the field of the local government agencies (finances, town planning, town and country planning…).

In 1992, it is recruited by Francois Fillon, then mayor of Sablé-sur-Sarthe, which makes his/her collaborator with the town hall of it. It is the beginning of collaboration between the two men. In 1995, it assists its mentor become president of the General advice of the Sarthe and, in 1998, it is quite naturally that it follows to Nantes that which became president of the District council of the Countries of the Loire. It makes its entry in policy in 2001 while being elected City council man Sablé-sur-Sarthe, its town of residence. He becomes the first assistant of Pierre Touchard, the new mayor UMP who ensures the succession of Francois Fillon, party to be made elect like City council man in the small commune close to Solesmes. He becomes also vice-president of the Communauté of communes of Sablé-sur-Sarthe in load of fitting-out and treasurer of the “Country of the Valley of the Sarthe”.

The June 9th 2002, it is elected as substitute for the deputy of the Fourth district for the Sarthe, Francois Fillon of which it was the parliamentary Assistant, (with 55,21% of the voices as of the first turn) and makes its entry like deputy with the National Assembly starting from the July 19th 2002 following the nomination of this last to the government. It sits thus within the group UMP during the near total of XIIe legislature. With the National Assembly, he is Member of the Commission of the National defense. Within this commission, he is member of the surveillance mission of the execution of the appropriations of defense, charged to take care of the good application of the military law of programming. He is also vice-president of the group of friendship with the Slovenia.

For the legislative elections of 2007, it is again indicated substitute for Francois Fillon in the Fourth district of the Sarthe. He is re-elected the June 10th 2007, by obtaining 53,40% of the voices as of the first turn, and is confirmed at his station of Prime Minister on June 19th. Marc Joulaud becomes again thus appointed the July 20th 2007 in his place. He is again member of the group UMP.
