Program Community action in the field of health (2007-2013)

This proposal, which determines the framework of the financing by the Commission of project concerning to health for 2007-2013, will belong to a strategy gathering the large range of Community activities as regards health to define the objectives and the priorities aiming to the improvement of the health of the European citizens.

This proposal replaced the program proposal of Community action in the field of the health and the consumer protection (2007-2013) of April 6th, 2005. That was done after the first reading of the proposal of 2005 by the European Parliament and in the light of the final decision of May 17th, 2006 concerning the budget for 2007-2013, resulting from an inter-institutional agreement. The constraints as regards resources, imposed by the budget, were taken into account in the program proposal of May 2006. The budget is of 365,6 million euros, that is to say approximately a third of the amount envisaged in the proposal for an April 2005.

Whereas this proposal for an April 2005 counted six shutters relating to health, that of May 2006 posts three broad objectives. These objectives make correspond the future activities as regards health with the general Community objectives which are prosperity, solidarity and safety. That will contribute to the creation of synergies with other Community programs and policies.

Here these objectives:

• to improve the public health of the citizens; • to promote health to reinforce prosperity and solidarity; • to produce and diffuse knowledge as regards health.

Under the primary goal, measures will be taken to protect the citizens against the threats for their health. They will pass in particular by the development of the capacity of the European Union and its Member States to be reacted to these threats. The primary goal will include/understand also measurements such as those relating to the safety of the patients, the physical injuries and the accidents, and the community legislation relating to blood, fabrics and the cells in relation to the international medical payment.

Under the second objective, measures will be taken to support an active ageing and in good health and to contribute to reduce the inequalities, with a particular accent placed on the new Member States. It will integrate measurements to support the co-operation between the health systems on the transborder questions such as the mobility of the patients and the health professionals. The second objective will comprise measurements concerning of the determining factors for health such as the food, alcohol, the tobacco, the drug taking and the quality of social environment and physics.

Within the framework of the third objective, measures will be taken to exchange knowledge and the good practices in the fields where the Community can bring a true added value by the pooling of the expertise of various countries, as for the uncommon illness, and on transborder questions related to the co-operation between the health systems. It will relate to measurements relative to horizontal questions put forward in the opinion of the Parliament in first reading, of March 16th, 2006, such as the aspects of health related to the kind and the health of the children. Other key questions interesting all the Member States, like the mental health, will be also covered. The third objective comprises also intended measures to extend the health monitoring of the European Union and to work out indicators, tools and methods for diffusion of information to the citizens in a convivial way, like the gate on health.

Even if its field of application is tiny room compared to the original proposal, the revised proposal of the program is enough broad to be able to take into account the main questions relating to health, as those which could be posed suddenly and those which should be examined urgently.
