Luciano Emilio Caveri is a journalist and Italian politician.

Biography

It was born with Aoste the December 25th 1958 and lives today with Saint-Vincent with his wife Mrs. Nora Martinet and their two children, Laurent and Eugenie.

It is titular of a baccalaureat of the traditional college of Aoste as well as control in Political sciences.

Since 1977, whereas he is still a young high-school pupil, he takes part in a small private radio valdôtaine, Radio Saint-Vincent, at the time where the phenomenon of the free radios makes its appearance. In 1978, it gains the Saint-Vincent price of the journalism allotted to the juniors of the trade. He works then also with Turin for the Radio station To defer. The following year, it presents the tv news and of many emissions for television valdôtaine RTA (Radio operator Televisione Valle d' Aosta), very popular at the time. It is in 1980 qu' it begins its career from journalist to the Rai where it will work until 1987. During these years, it is brought to follow the principal events of the area for the local and national tv news and then becomes a known and appreciated character of Valdôtains. Union representative valdôtain near the Stampa Subalpina of Turin and member of the editorial board of the Spoke, it proposes and obtains the creation of Valdôtaine Press association. He becomes also member of the Association of the French-speaking Journalists.

He took part in the realization of several works on the Valley of Aoste, the mountain and the problems arising from information. He is in particular the author of the Valley of Aoste of A to Z and of Europa E the montagna (Europe and the mountain), a work which gives a progress report on the legislative situation on the levels Italian and European.

He is the coordinator of the Montagne book of Italia (mountains of Italy) whose he coordinated the publication at Agostini. This popularizing work is devoted to the presentation of the Italian Areas of mountain and wants to be at the same time synthetic and interdisciplinary.

Registered since its youth with the political movement of the Valdôtaine Union, it initially adhered to Valdôtaine Youth. It directed the newspaper the Social Alarm clock , body of the SAVT (Valdôtain Autonomous labor union of the Workers). At present, it is with the head of the weekly magazine the People Valdôtain .

From June 1987 to 2001, during four consecutive mandates, he is appointed uninominal college of the Valley of Aoste. During its presence at the Italian Parliament, it occupied the posts of secretary of presidency of the House of Commons as well as president and secretary of the mixed group of the Room. He is member of several parliamentary commissions of which Commission of the constitutional deals, telecommunication and Committee on Transport, Committee on Agriculture and budget and Committee of supply. He was also Member of the bicameral Commission for the institutional reforms, of the Commission on the monitoring on the Spoke, of the bicameral Commission on the regional questions and the bicameral Commission on the administrative reform.

Under the second government D' Alema (from 12/22/1999 to 4/19/2000), it is named under-secretary of State to the presidency of the the Council of Ministers and becomes thus the first elected official valdôtain to occupy a station on this level.

It was responsible for the bilateral section in charge of the Franco-Italian relations for the Italian group of the interparliamentary Union. It created and chaired the Amis group of the Mountain near the Italian Parliament. He is also founder and person in charge of the groups of the OPINION (blood donors) and of the AIDO (donors of bodies) near the House of Commons.

During its parliamentary activity, it showed a considerable dynamism which was worth to him the recognition of the representatives of the political principal parties as well as Presidents of the Council and Republic which are succédé during its mandate.

Its interest for all the linguistic minorities and the close relationships which it maintains with them are concretized by the approval of the law of supervision (which recognizes the Franco-Provençal valdôtain legally, without forgetting the assertion of the mode of supervision granted to French and the German-speaking speeches of the Valley of Aoste), and by the approval of the law in favor of the Slovenien minority. Its presence noticed with the judicious assembly and her interventions in various fields bore their fruits, as the many acts and parliamentary interrogations indicate it of which he was the instigator. It gained undeniable successes as regards legislation, in particular with at least four modifications of the special statute of the Valley of Aoste, namely the Régionale electoral law for the election of the Council of the Valley; the granting of exclusive competence for the local governments; recognition of the Walser Community; establishment of the stable joint committee which led to important rules of execution. The Valley of Aoste him must also be recognized in fields such as the taxation, energy, the social security, television and the university instruction (the Area owes him in particular the standard for the creation of the University of the Valley of Aoste).

All the laws or the significant reforms suggested by Caveri and implementations by the government between 1987 and 2001 systematically present standards of harmonization, or supervision according to the cases, in favor of the Valley of Aoste, of the Areas or the autonomous provinces, the linguistic minorities or the mountainous areas.

Its action was quite as outstanding within the Commission of the constitutional deals, the Commission of the Community policies (of which he was the secretary) bicameral Commission on the Régionales businesses and in the “Bicameralina” for the administrative reform (of which he was the vice-president). Thanks to its intervention, the Valley of Aoste thus could profit from all the financial laws without exception.

At the present time, the many interventions of president Caveri during various congresses and seminars are very appreciated. During the academic years 2000-2001 and 2001-2002 it had to give a certain number of conferences on the Administrative law near the Faculty of Law of the Université of Turin.

It moreover was characterized by the private interest which it carries to the young people and the school, which its intervention was of a legislative nature in order to preserve the essential teaching of French in the schools valdôtaines, or of an educational nature, while creating and by defending the contest “Diventiamo cittadini europei - Become European citizens”, who in is today with his 2nd edition.

The friendship and the mutual respect which bind it to the President of the Romano Prodi European commission are not a secrecy for anybody. These relations are besides at the origin of the association between UV and democrats which led, in June 2000, with the election of Caveri to the European Parliament. Within the framework of this institution, he was Member of the Commission of employment and the social affairs as well as Commission of industry, foreign trade, research and energy. He is member of group ELDR (liberal and democratic Europeans) to which also take part the President Prodi and Mr. Pat Cox, President of the the European Parliament.

Since January 21st, 2002 he is president of the Commission of the regional policy, transport and tourism of the European Parliament, Member of the Commission of the foreign affairs, the human rights, safety common and the defense policy and the Delegation to the mixed parliamentary commission EU - Slovenia. In 2001, it founds the Friends Group of the Mountain and becomes vice-president of section APF (Association of the French-speaking Members of Parliament) at the European Parliament.

In addition to the fields with which the Commission that it chairs is charged, it does not lose sight of the fact the activities which are expensive to him, namely the professions of Montagne (guides and skiing instructors, Secourisme), the mountain and hill farming and, in a more general way, the supervision and the development of all the activities of mountain.

Since July 8th, 2003, he was elected regional adviser in Vallée of Aoste with the most number of voices of preferences among the candidates and successively he was appointed Assesseur with Tourism, the Sports, the Trade, Transport and the European Businesses of the Area Valley of Aoste. He is also effective member of the Committee of the Areas and the Congress of the Local and Regional Authorities of Europe (CPLRE).

July 3rd, 2004 it received by the Slovenien Consul Zorko Pelikan the Order of honor of the Freedom of the Slovenien Republic and on July 17th, 2004 the Foreign Minister of the French Republic Michel Barnier gave to him the rank of Chevalier of the Legion of Honor

Although its name is originating in Moneglia in Ligurie, its family played a big role in the history valdôtaine. If first known Caveri is Nicolò Caveri, a cartographer génois who carried out a planisphere in 1504, it is the great-grandfather of Luciano Caveri, Paul Caveri, who illustrated himself initially in the Area as a sub-prefect of the town of Aoste towards half of the 19th century. It translated the Codes of the Kingdom into French for the valdôtains and remained in Valley of Aoste after its marriage with Erminie Of Pierre. As for his grandfather, Rene, it had to give up his brilliant career of prefect because of his standpoint against Fascism, standpoint to which adhered all the family. Thus, his/her father, Sandro, helped of many Jews to cross the collars valdôtains to join Switzerland. He was interned besides in a concentration camp in Germany, like his uncle Emilio. His/her uncles Mario and Antonio engaged in resistance with their two Eugenia sisters and Marie and Antonio were killed tragically the very same day out of the release of Aoste in 1945, while his/her uncle Severin had to exile himself in Switzerland. In the years which followed the war, and after having collaborated in the foundation of the Young Valley of Aoste with Antonio, this last took part in the creation of the Valdôtaine Union which it directed during years. He was also president of the Area, of the District council and deputy valdôtain between 1958 and 1963. ----
