Set of themes

  • national Crisis. The opinion divides: the nationalist right recommends the conciliation vis-a-vis the dictatorships, the formerly pacifist left claims firmness vis-a-vis Hitler and Mussolini.
  • a new relapse of the industrial production makes the economic situation as bad in spring as in 1932. From 42,4 billion in 1931-1932, the revenues from taxes fall to 31,9 billion in 1935. The budget deficit passes from 5,5 to 10,4 billion. Balance cannot be reached, but the efforts made to reach it (increase in the taxes, reduction of the expenditure) worsen the crisis and delay its solution.
  • the policy of deflation (reduction by decree of the prices of various products and compressions of the public expenditure) started as from July by the Laval government and continued by the Sarraut government to bring back the French prices to the level of those of our principal business partners does not lead to the fall of the prices hoped, because the government makes maintenance of it inflation by making up the budget deficit by the emission of bills the Treasury which the subscribers rediscount at Banque de France. Thus the liquidities in circulation increase and stimulate the inner demand and industry must face by a rise of its production, whereas in the same time of bad harvests and the fixing of quotas of the imports push with the agricultural raising of prices.
  • the total of the French placements abroad is assembled to 200 billion francs, but reports only 2 billion instead of the 10 hoped billion. The loan was swept by the Soviet revolution, and the crisis of 1929 made sink many investments. The senator Charles Dumont (politician), president of the commission of loan-but, speaks about “ the immense disaster of the placements of pre-war period abroad ”, no legislation international does not protect the mass from the small carriers.
  • chronic governmental instability is paid by a cost high for the loans of the government (5% compared with 1% for the the United Kingdom).
  • 82 billion francs of tickets circulates in France from which 25 billion is thésaurisés in famous “the saving ” French. The payment by tickets is encouraged, because there exists a tax on each payment by check.
  • Unemployment: 5% officially (11,5% semi-officially).
  • Creation of the car manufacturer “Simca” by the group “FIAT”.
