Events

: On proposal of Napoleon III: “ the subjects of Its Majesty the Queen of England and Ireland, coming to France, are allowed to enter and circulate on the territory of the Empire without passport ”.
February 2nd: First publication of the debates of the Parliament in the Official journal.
February 27th: All the prefectures of France are connected to Paris by the electric telegraph, usable by the public.
April 2nd:

Transfer of ashes of the Emperor Napoleon i of the vault of Saint-Jerome in the crypt of the Invalids.
the count Philippe Antoine d' Ornano (77 years), hero of the war of the First Empire, is named Marshal of France.

April 6th: Inauguration of a railway bridge on the the Rhine between Strasbourg and Kehl.
April 25th: Foundation of the liberal daily newspaper '' the Time '' which will be published until in 1942.

May 14th: Dialog enters France and the United Kingdom on the American civil war.
June 10th: France and the United Kingdom proclaim to them “ strict neutrality ” in the American civil war.
July 21st: Franco-Spanish agreement on the Mexican debts.
August 17th: The first woman, Julie-Victoire Daubié, obtains the baccalaureat.
September 28th: Any French officer eager to take part in the American civil war is automatically erased French Army.
October 31st: Forwarding of Mexico (1861-1867), free-hispano-British, to defend their economic interests. France continues only the fight (failure in front of Puebla in May 1862).
December 31st: The government will not use any more the process of the appropriations additional and extraordinary, and the deputies will not vote any more the budget by ministry, but by section, which increases their control.
