16th district of Paris
Geography
The XVIe , one of the twenty Districts of Paris, is located on the Right Bank of the the Seine, in the south-west of the capital. It is delimited in the East by the Seine and the West by the Parisian peripheral, except for wood Boulogne which is located other with dimensions of this way.It borders inter alia the communes of Neuilly-sur-Seine and of Boulogne-Billancourt, the Bois de Boulogne includes/understands and is directly bordering with the VIII {{E}} and XVII {{E}} district and while crossing the Seine with the VII {{E}} and XV {{E}}. It is also bordering, by its southern point is and while crossing the Seine, of the town of Issy-les-Moulineaux.
Following the example other Parisian districts, it densément is densément urbanized, in spite of the presence of several gardens. The part of the district which is the wood of Boulogne east as for it entirely wooded, crossed by ways suitable for motor vehicles and some buildings there are established, in particular the Zoological gardens.
The principal terrestrial access roads are the Parisian peripheral in the west, the Georges-Pompidou quay in the east, along the Seine, the bridges connecting it to VIIe and XVe districts as well as the streets and large arteries connecting it to VIIIe and XVIIe districts.
The district is crossed by the underground lines 2, 6, 9 and 10, by the RER C and a great number of lines of bus.
It deals with imposing the Eiffel Tower and includes/understands the Maison de Radio France, the place of the Trocadéro, the Rue of Passy, or the Victor-Hugo avenue, the Parc of the Princes, the street of Auteuil, the avenue of the President-Kennedy, the Exelmans boulevard, the street Michel-Angel, the street Molitor, the Foch avenue, the Kleber avenue and part of the place of Star to only quote most known.
The south of the district contains charming villas and hamlets.
It is, from its big size, the only district of Paris to have two zip codes different. One will thus find there:
- In the south: 32, avenue Raphaël 75016 Paris
- In north: 57, avenue Marceau 75116 Paris
This district is sometimes named the district of Passy, of the name of an old commune annexed by Paris in 1860.
History
History of the district
Before plunging itself in the history of the 16th district of Paris, it is very important to understand that, during hundreds of years, Paris did not have the current size. Thus, during more than 1000 years, all the 16th district was located apart from Paris and was actually made up only of several villages stuck the ones to the others.
All starts at the 7th century. At the time, on Right Bank of the Seine extending from the district of current Chaillot in Boulogne, existed a forest of the name of Rouvray and a village of the name of Nimio. The bishop of Mans, holy Bertram, had the field and a villa. To its death in 623, in accordance with its will, the whole of its field (including the village of Nimio, famous since Nijon) with the related vines is bequeathed to the diocese of Paris. It specifies there that its vines are located in a place, where it exists small sources, name of Fontanitum. With time, the inhabitants of Nimio separated. A part went towards the sources and the marshes, thus forming the village of Auteuil (meadow as a Celt). The others approached Paris where part of the forest of Rouvray (fame since wood of Boulogne) had been cut down, forming the village of Chaillot (drifting a priori of Chal or Road metal, meaning destruction of trees). Its two villages thus depended on two distinct parishes. With time, that of Auteuil too being extended, one divided it into two between Auteuil and Passy.
Before the 11th century, one finds no reference to the current names of the districts of the district (Passy, Auteuil, Chaillot). And if the district had three distinct parishes well, there always were only two villages in administrative terms with knowing Auteuil and Passy. Chaillot indeed seemed a suburb of Paris. For Auteuil, it should be waited until 1192 so that the new village has a structure of village with a parish. In 1109 already, the abbots Génofains d' Auteil had exchanged their grounds Normans counter the grounds of Auteuil, then had by the abbots of the Nozzle Hellouin. The name of Passy, called " Passicium" (or Paciacum), appears for the first time in a charter in 1250. The first lord of Passy was Jeanne de Paillard in 1416.
12th century with that of the French revolution, the district constitutes a corner of quiet greenery with vines and forest, all at the same time far from town planning and the ambient noise and very near by the distance.
17th century with integration in Paris
In 1627, Louis XIII transfers royal Manufacture from carpet, created by Henri IV, of Louvre to the current site of the Palais of Tokyo. In 1702, Chaillot, 2000 inhabitants at this time, becomes officially a suburb of Paris called Faubourg of the Conference, on a decision of Louis XIV. Only the barrier of Passy also called Conference, a 3,3 height meters wall with passages to tolls, separates Paris de Chaillot.The village of Passy was made up:
- of the castle of Boulainvilliers (name adopted as from 1747). This field went from the House of Radio-France to the Mozart avenue. It is to the banker Samuel Bernard that one owes dimensions of the field of Boulainvilliers.
- of the plain of Passy, where many windmills functioned until the 19th century.
- of a third field going down to the Seine where one could admire the hotel of Lamballe there, sits of the current embassy of Turkey.
The village of Auteuil: 1109 with the Revolution, the monks maintain the grounds and make gift of the wine resulting from the vines to the Bishop of Paris. The village of Auteuil very early seemed a peaceful place compared to Paris, city noisy and not very pleasant to live. Boileau and Molière were among the first personalities to be settled there. Consequently, Root, the Fountain, Lully, the Heather and others attend the living room of Molière. Later, Anne-Catherine de Ligniville Helvétius holds in Auteuil a very famous living room near the many writers and intellectuals of Paris at the 18th century. Diderot, D' Alembert, Condillac, Malesherbes, Turgot and well of others ravels there.
Sources: Their existence played an important role in the development of the villages Passy and Auteuil at one time when the presence of sources of water was a key factor in the development of a city. In 1650, one finds a first source of clear water with Passy. One found others in Auteuil of them. The sources were exploited and many are those which were going to make a cure at a watering-place with Passy or Auteuil. The source of Passy is dried up however rather quickly but those of Auteuil, although less important, lasted until 1925 for some. Today still the old artesian well of the Lamartine public garden remains.
The integration of the villages in Paris
With Napoleon III and the baron Haussmann, the villages of Auteuil and Passy as Chaillot will be definitively integrated into the town of Paris in 1860. The Mur of the Farmers general which separated current the 16th district from the remainder of Paris is then cut down. The place of Star has finally 12 junctions. The large avenues are widened following the example avenue of Saint-Cloud, current which occurred Victor-Hugo, (+36m broad) or avenue of the King de Rome, current which occurred Kléber, or avenue of Iéna. Auteuil is disenclosed thanks to the opening of the Mozart avenue, to be connected to the Passy village, and of the street Michel Ange, to be connected to the Door of Saint-Cloud. The great fields disappear. Only some private mansions, villas (Molitor villa, Mozart villa, Boileau villa, Erlanger villa, villa George Sand, Manual Eugene villa) and ways private remain, sign of a completed time.

- the novelist and dramatic author, Paul de Kock, was born in the village from Passy in 1794. It is resulting from a family of Dutch bankers.

Benjamin Franklin lived 10 years at the village of Passy. It was lodged by Mister de Chaumont. He worked enter others to the laboratory installed by Louis XV the castle of the Dumb woman.
- At the 19th century, after many acquisitions, Benjamin Delessert had become owner of all the grounds skirting the Seine and going up to the current street Raynouard. It made use of it to install a cotton-spinning there then a beet sugar factory. When he died in 1847, one replaced industries by dwellings.

The district is divided into two legislative districts, 14th and 15th districts of Paris.They correspond respectively to the southern and northern parts of the district, and are respectively appointed by it Misters Claude Goasguen, UMP, Conseiller of Paris, and Bernard Debré, UMP. They are both former ministers (Reform of the State from May in November 1995, government Juppe I, and Co-operation, of December 1994 in May 1995, Balladur government).

At the time of the first turn of the presidential election of 2007, Nicolas Sarkozy arrived largely at the head of the candidates on the district with 64,02% of the voices in front of Francois Bayrou (16,43%), Ségolène Royal (11,27%) and Jean-Marie Le Pen (4,43%).To the second turn, the May 6th 2007, Nicolas Sarkozy obtained there 80,81% of the voices (including 84,41% in the 15th district) against 19,19% with Ségolène Royal, that is to say the best score obtained by him in the districts of the capital (50,19%).
