13th district of Paris

The 13th district of Paris is one of the twenty Arrondissements of Paris. It is located on the left bank of the the Seine.
Not very tourist district, the 13th district is an old working district. Today, it is especially known for its Asian district like for the establishment in the Années 1990 of the National library of France.
The mayor of the district is of March 2001 to July 12th, 2007 Serge Blisko, which succeeds after its election like deputy Jerome Coumet. The 13th district has two deputies (PS): Jean-Marie Le Guen (9th district, in the east of the avenue of the Goblins and the avenue of Italy) and Serge Blisko (10th district, with horse on 13th and 14 {{E}} districts).
General information
Demography
The district counted 171.533 inhabitants (census of 1999) on a surface of 715 hectares, that is to say 23.991 hab/km ².
History
The 13th district was created after the extension of Paris carried out in 1860 by integrating parts of the old 12 {{E}} district, of Gentilly and Ivry. A first diagram of classification was to allot number 13 to current the 16 {{E}} district, but was rejected there because of the expression “to marry with the town hall of the 13th district”, which meant “food in cohabitation”, therefore out of good conventions. The distribution of the districts from left to right and from top to bottom was thus abandoned for the current diagram, the shape in spiral.The districts of the 13th district were pilot of some major technological advancements. It is on the Butte with the Ruails that landed Pilâtre de Rozier and the Marquis d' Arlandes during the first human flight in Aérostat. In 1891, Panhard and Levassor created the first factory of cars close to the Porte of Ivry.
During the 19th century and of part of the 20th century, the 13th district knew a strong industrial activity with for example the presence of the chocolate factory Lombart, the factories Say or SUDAC, factory producing of the compressed air used in the networks of the capital.
The part of the district located at the south of the Place of Italy was the subject of a major transformation in second half of the 20th century. As of before the Second world war, the city Jeanne d' Arc (Boulevard Vincent-Auriol) is partly rebuilt. Others unhealthy small islands are the subject of restorations: the small island n° 13 (Boulevard Auguste-Blanqui), the small island n°4 (around the National Place), the small island Beaver.
The most important operation is however the operation Italy 13. Inspired by the urban theories of Le Corbusier, it was to reorganize a zone going of the Hillock to Ruails with the street Nationale and of the Vincent-Auriol boulevard to the door of Italy. It left in 13th more than thirty turns of a hundred meters height, of which in particular the district on flagstone of the Olympiads.
It is at the time when this operation stopped, in the middle of the years 1970, that the first Vietnamese refugees arrived in the district, where they occupied the new but mainly unoccupied towers. Other waves of refugees or immigrants of Southeast Asia, especially Kampuchean and Laotian, then from China came to transform part of the south of the district into Asian truth district, without however forming a quasi-ghetto as in some Chinatown S.
New great work was undertaken in the east of the district as from the years 1990 with the construction of the National library of France and the vast new district Paris Left bank. It is still about the one of the largest building sites of France.
The August 26th 2005, a fire made 17 died, including 14 children, in a building occupied by African families with 20, boulevard Vincent-Auriol.
Geography and equipment
The heart of the district is the Place of Italy. Of circular form, it constitutes the convergence point of the principal avenues and boulevards of the district, as well as underground lines. It is there that meet the districts of the district: Hillock with the Ruails, Goblins, Asian district.The only district which really escapes attraction from the place from Italy is the zone Paris Left bank, in the course of construction along the Seine. Separated from the remainder of the district by the railways, partially covered, this district turns to Right Bank via the park of Bercy and the line 14 of the subway. It should in the long term occupy all bank of the Seine from the station of Austerlitz to the ring road.

Administrative districts
Each Parisian district is divided administratively into four districts. For the 13th district, they are the following districts:- District of Salpêtrière, limited to north by the boulevards Saint-Marcel and of the Hospital, in the east by the the Seine, in the south by the Boulevard Vincent-Auriol and in the east by the Which occurred of the Goblins. In this sector, one finds in particular the Hôpital of Pity-Salpêtrière and the northern part of Paris Left bank.
- District of the Station, limited to north by the Boulevard Vincent-Auriol, to the east by the the Seine, to the south by the communes of Ivry-sur-Seine and of the the Kremlin-Bicêtre and to the east by the Which occurred of Choisy. In this sector one finds in particular the southern Asian district and part of Paris Left bank.
- District of the White House, limited to north by the Boulevard Auguste-Blanqui, to the east by the Which occurred of Choisy, to the south by the communes of the the Kremlin-Bicêtre and of Gentilly and to the west by the streets of the Admiral-Mouchez and Health.
- District of Croulebarbe, limited to north by the Boulevard of Port-Royal, to the east by the Which occurred of the Goblins, to the south by the Boulevard Auguste-Blanqui and to the west by the street of Health. Avenue of the Goblins are the Manufacture of the Goblins as well as many restaurants and cinemas.

The district is served by five lines of subway, a line of the RER and a line of tram:- line 5 ( Place of Italy - Bobigny ): district of the Hospital and the place of Italy.
- line 6 ( Charles of Gaulle-Star - Nation ): crossed district of the west in the east.
- line 7 ( Villejuif-Town hall of Ivry - Courneuve ): crossing of the district of north in the south.
- line 10 ( Boulogne/Door of St Cloud - Station of Austerlitz ): park of Austerlitz.
- line 14 ( Olympiades - Station Saint-Lazare ): Library François Mitterrand and Olympiades.
- THE RER C : along the Seine.
- T3 (tram), open on December 16th, 2006: Boulevards of the Marshals in the south of the district.
The line 14 was prolonged on June 26th, 2007 of Library François Mitterrand in Olympiades. According to the Information system strategic plan of the area Ile-de-France adopted in 2007, the line should, in the long run, join the station White House and ensure the correspondence with line 7.

The North-East of the district, the network the SNCF of the Gare of Austerlitz makes it possible to reach the south of the France. In the south of the district, the Line of Small Belt, closed down today, was used formerly with transport as freight.

The 13th district profits from a certain dimension on the artistic level thanks to the presence of many galleries of avant-garde on the street Louise-Weiss. In the same district, immense the Refrigerators, old cold stores, lodges many workshops of artists since the beginning of the Années 1980.In architecture, few districts provided as many opportunities to the modern architects. The 13th account consequently of the achievements of the great names of the 20th century and the contemporary time, among which:
- two of the very rare buildings built by Le Corbusier in Paris: the Planeix house of the 26, Boulevard Masséna (1924) and the Salvation Army, located between the street Cantagrel and the street of Chevaleret (1934).
