Reforms of Eubule, in favor of peace and opposed to the policy imperialist, Athens: the budget surpluses are transferred from the military bottom ( stratiôtikon ) to the bottom of the spectacles ( théôrikon ), thus benefitting the poor citizens. The good management of Eubule allows a vast program of town planning and the construction of trières. This policy gives the Athenians a few years of great prosperity, but also will block their resistance to Philippe.
