  • Reign of Telepinus (Telibinu), king of the Hittites (fine in -1500).

    • Telepinus consolidates the State hittite by a series of campaigns and the signature of a treaty with the king of the Kizzuwatna, Isputahsu.
    • Rather than to physically eliminate those which plotted against him, Telepinus prefers to show a certain leniency by exiling them. It encounters difficulties however: attempts at secession of territories on the southern and south-eastern sides, and plots which it will rather regulate by deportations than by executions.
    • Edict of Telepinus, successional law putting an end to the murders, intrigues and revolts at the time of the crises of succession. Hitherto, it is the panku which chose the king, often on a proposal from the reigning king. Henceforth an order of succession puts an end to the arbitrary one: the heir must be a prince born of a woman of first rank, or failing this, another second-rate and the panku, transformed into court of justice confirm this order. Actually the panku disappears quickly, but the order of succession remains of use until Hattusilis 1st.
