İlham Əliyev
İlham Heydər oğlu Əliyev (in Azerbaijani, often transliterated in Ilham Aliev ; in Russian: ИлхамГейдаровичАлиев, transliterated in Ilkham Gueïdarovitch Aliev , of many other transcriptions meet), born with Bakou the December 24th 1961, is the president of the Republic of Azerbaïdjan since the October 31st 2003. İlham Əliyev “inherited” this station after the desistance from his/her father and former president Heydər Əliyev with the last presidential election.

Before the entry in policy
İlham is the son of Heydər Əliyev which became the chief of the KGB of the Soviet socialist République (RSS) of Azerbaïdjan when İlham was six years old, then general secretary of the Communist party of the RSS of Azerbaïdjan. After having finished its secondary studies, İlham studies at the Institute of State of Moscow for the International relations (MGIMO), receiving a doctorate in history and international relations, before becoming itself teaching to the MGIMO.After the collapse of the the USSR in 1991, the RSS of Azerbaïdjan proclaims its independence under the name of République of Azerbaïdjan. İlham then becomes a working business man with Moscow and Istanbul until 1994.
In May 1994, it is named vice-president of the National company of the Oil of Azerbaïdjan (SOCAR). The following year, İlham is elected appointed at the Parliament and becomes president of the Olympic National committee (station that it always occupies) and chief of the Azerbaijani delegation to the the Council of Europe. The August 4th 2003, two months before the presidential election, his/her father, in medical care with the the United States, names it Prime Minister. Under the Azerbaijani constitution, it is the Prime Minister who would become automatically president of the Republic by interim in the event of death of the president. İlham Əliyev exerts this function besides only in a purely nominal way: the first outgoing minister, Artur Rasizadə, continues de facto to exert all the tasks of the Prime Minister in his place.
The presidential election of 2003
In October, Heydər Əliyev, always candidate for his own succession but whose health issues worsen unceasingly, finally gives up representing itself and recognizes his/her son like only candidate of his party, the Nouveau Party of Azerbaïdjan (Yeni Azərbaycan Partiyası, YAP).The official result of the election of the October 15th 2003 gives the victory to İlham Əliyev, which is credited with 76,84% of the votes, against 13,97% for its main adversary, İsa Qəmbər. However, the opposition taken along by İsa Qəmbər, Əli Kərimli and Rəsul Quliyev refuses to recognize this result and organizes protests of mass. Hundreds of protesters are maltreated, then stopped. İlham Əliyev takes its functions the October 31st in spite of the complaints of the opposition.
This election was largely criticized by the International community, much of observers having noted that she did not answer the minimal conditions of impartiality, being marked by the intimidation of the voters, the inequality of the access of candidates to the media and by frequent violations of the laws and electoral processes. The international mission of observation of the elections of SOEC noted a certain number of irregularities in the counting and the publication of the votes. Human Rights Watch complained that the countryside of İlham Əliyev was financed by bottom governmental and that the Central electoral commission, as well as the local electoral commissions, were cored by its partisans, while the governmental organizations were seen prevented from supervising the vote.
Presidency
The first decision of İlham Əliyev is to re-elect Artur Rasizadə at the post of Prime Minister whom it had never really ceased occupying.The members of the opposition and the activists of the human rights complain that since İlham Əliyev is president, the situation of the human rights hardly improved. The demonstrations are always prohibited and the government continues its pressure on the opposition and the independent press. In March 2005, on the proposal of the the Council of Europe, İlham Əliyev released from prison several eminent figures of the opposition which had been stopped at the time of demonstrations against the way in which proceeded the presidential election.
The March 26th 2005, İlham Əliyev was officially elected president of the Nouveau Party of Azerbaïdjan . The opposition denounces this election like a violation of the law on the political parties which prohibits the president from being member of a political party.
Public life
With the sight of the official mediums, İlham Əliyev seems to be known to be a man gracious and smiling. According to them its capacity of persuasion rests more on the seduction than on formerly current coercion in the country. This opinion is of course not divided by its political adversaries which denounce in writing pad policy always such a repressive. In addition to the policy, İlham Əliyev is interested in the history and incidentally in the geography. It practices certain sports and appreciates the kitchen of its country. It with the reputation to be elegant. Its relational ease and its great imposing presence were worth the nickname " sometimes to him; of ambassadeur" by the press people.
