French association Éficea (Exchanges, financings, information for the creation of companies and activities) functioned of 1994 with 2004. It in particular contributed to the development of instruments of financing of the creation of companies and to the birth of new forms of accompaniment, like the incubators of companies to the test.

An association of actors of the support to the creation of companies

Founded in 1994 under the name of Spruce (Saving of proximity for the investment and the creation of companies and activities), association took in 1998 the name of Éficea (“Saving financing information for the company founders and of activity” then “Exchanges, financings, information for the creation of companies and activities”).

It was made up to develop the exchange and information on the creation of company by 70 people, professionals of the use or the creation of companies, and 10 structures committed in these activities.

Association was founded by Henri Nouyrit (president of the New fraternal economy - the nave). Benoit Willot (president of IRFED - Europe) was president of 1995 to 2004. Two acting generals followed one another, Erwan Bothorel (former president of the federation of the Cicadas, clubs of investors) then Christian Tubeuf, leader of organizations of insertion.

The activity of Éficea ceased in May 2004.

Information of the company founders

Noting, in 1994, the great difficulty for company founders of finding information on the existing devices of financing, Éficea undertook to count what existed. It then constituted a database, initially in the form of book, then become accessible thanks to a telephone waiter.

The development of Internet and the multiplication of the tools of information led Éficea to close this service in 2001. It was included in a Stock Exchange with the interdependent financings, which functioned of 2001 to 2005.

Development of financial tools

After having supported the operation of the National association of the venture capital of proximity, Éficea was used as support with the birth of France angels, which gathers lans of business angels and contributed to the installation of Finansol, organization delivering a label with the establishments proposing of the products of interdependent finance in France.

Éficea also led several studies on the financial instruments of the social economy in Europe and on the banking mediation.

Exchanges between actors and experimentation

Éficea set up work groups, initially under the label Profession creators, then within the framework of the collective Synergie creators. These work groups accompanied the birth by the incubators of companies to the test (gathered since 2004 in a Union of the incubators) and co-operatives of activities.

Work on the engineering of the accompaniment contributed to the development of the charter of quality of the networks of accompaniment to the creation of companies (2003) and to the birth of specialized trainings.

To largely open the doors of the economic initiative and the creation of companies

The proclamation “to largely open the doors of the economic initiative and the creation of companies” was launched in 1998 by 69 people resulting from three groups made up in 1997 pennies the impulse of France Initiative, Éficea and the association Finansol which gathers organizations of promotion of the saving and interdependent financing. Jean-Pierre Worms, Jacques Dughéra, Erwan Bothorel and Benoit Willot was the principal contributors.

Éficea ensured the coordination of work and the diffusion of the text, which was published in particular in the daily newspaper Le Monde.

The proclamation

“(…) It seems to us fundamental to rest (…) on the economic initiative and the creation of companies.

“Indeed, in addition to its effects on professional insertion of the unemployed as on widening of the job market by exploration of new crenels of development, of new products and services, the creation of companies is the first vector of clear creation of employment. (…)

“We believe that to largely open the access to creation of companies and on the initiative economic must become a priority of the very whole French company.

“We believe in the act to undertake. He is recognized culturally less today than that to manage. However, without creator, no one is not need for manager.

“We believe in the company. It is the place of production of economic and social richnesses, thanks to the expression, the meeting and the conjunction of social logics and different economic interests.

“We believe in the partnership of the company with a stimulating and regulating State and dynamic local government agencies and an civil society, crucible of the initiative and social cohesion.

“This is why we invite the public and private social actors to adhere to the following orientations and to implement them with us: To support the emergence of projects (…) ; To recognize a statute with the creator (…) ; To recognize the utility of the accompaniment and the follow-up of the creator and to consolidate the financing of the organizations qualified in these tasks (…) ; To meet the financing needs of the creators and to mobilize the banking and financial organizations (…)

“We call our wishes, the organization of a National conference on the access on the initiative economic and to the creation of companies (…).

“We wish that this National conference provide the foundations of a social new agreement that the company, in all its components, must conclude with those which take the risk to undertake, even when they belong the most stripped to. ”

Continuations

The proclamation called with a national conference on the access on the initiative economic and with the creation of companies which was held in Paris November 5th and 6th 1998. It was organized by Éficea.

After the conference, a collective, baptized Synergies (see: Synergies for the creation of companies) positioned like a place of exchanges and dialog, promoter of specific proposals. He was also animated by Éficea.

Many reforms of the private or public devices of support to the creation of companies result from the proposals carried during the conference or by the later work groups. It is the case for example mechanism of return to a right to the compensation for unemployment for the unemployed company founders who stop their activity, for financial aid to the creative unemployed, the incubators of contractors with the test, etc

The conference and the later operation of the Synergies collective also strongly contributed to the installation of authority of dialog between the actors of the assistance to the unemployed, insertion and local development. It led in particular to the setting-up of the federation FORCES (federation of the organizations of support to the resumption and the creation of companies), which functioned of 2001 with 2006.
