Victory of 1999

They were the winners surprised of the elections of June 13rd, 1999, appreciably increasing their score in the majority of the electoral cantons (generally passing from 5-10  % with 15-20  %). This jump was allotted to the emotional crisis having followed the Affaire Dutroux and the crisis of the Dioxine.

Forts of their score, they were invited by the Socialists and liberals (who had an agreement to go together to the capacity) to take part in the government of the legislature 1999-2003. In this new coalition (baptized Coalition rainbow), Ecolo inherited a station of vice-First Minister and Minister for the Mobility and Transport (filled by Isabelle Lasting) and a station of Secretary of State to Energy and Sustainable development (filled by Olivier Deleuze) at the federal level. With the Walloon region, Thierry Detienne became Minister for the social Affairs and Health and Jose Daras vice-president of the Walloon Government, Minister for Transport, Mobility and Energy. With the the French Community, Jean-Marc Nollet became Minister for Childhood, charged with the fundamental Enseignement and Nicole Maréchal Minister for the Assistance to youth and Health. With the the German-speaking Community, Hans Niessen became Minister for Youth and the Family, the Inheritance and the social Affairs.

At the time of the communal and provincial elections of October 2000, Ecolo reiterated his good scores and entered many communal coalitions, sometimes " Small olive-tree " (PS-Ecologist-CDH) sometimes not (PRL-FDF-Ecologist for example).

The participation in the federal capacity of Ecologist was sometimes rather surging and the conflicts with the other partners of the coalition were numerous.

At the time of a congress at the end of 2002, Ecolo votes in favor of the suppression of the political powers of the short-term King (at the time of the legislature 2003-2007) and the introduction of one long-term republic. The Republican senator Josy Dubié criticizes in the press the monarchical principles and the cost of the equipments of the royal family. Considering very many criticisms, Ecolo goes into reverse then by announcing that it was not a priority file.

Ecologist however held his place at the federal government until the May 5th 2003 where, in the file of the night overflight of Brussels, Isabelle Lasting refused the signature of an agreement and was dispossession of her functions by the Prime Minister, Guy Verhofstadt, who allotted them to another minister, Laurette Onkelinx. Following this event, Isabelle During and Olivier Deleuze resigned their stations and since Ecolo sits in the opposition to the federal Parliament.

The defeat of 2003

The federal elections of May 18th, 2003 transfer the score Ecologist to fall under the bar of the 10  %, obtaining four federal deputies and a senator elected direct (to which was added a co-opted senator).

The fall was stabilized at the time of the regional elections and European June 13rd 2004, at the time which Ecolo obtained however one European deputy (Pierre Jonckheer) against three in 1999. With the Walloon region, it obtained only three deputies whereas it obtained seven at the Parliament from them Région of Brussels-Capital. On this occasion, Ecolo made his entry in the new political majority of the area of Brussels-Capital joining together, around the minister-president Charles Picqué, the Socialist party, CDH, Ecolo, VLD, CD&V, the Sp.a and Groen!. Evelyne Huytebroeck became minister regional inhabitant of Brussels of the Environment while Christos Doulkeridis assumed the chairmanship of the parliamentary assembly of COCOF.

The quarter century of Ecologist

The March 20th 2005, Ecolo celebrates his 25 years. The general meeting reveals a more plain and more independent party compared to other political trainings. With a clear distance with respect to the Socialist party, which celebrates its 120e birthday the same year.

The party positioned in favor of the European Constitutional treaty, ratified in May 2005 by the Belgian Room of the representatives, several of its deputies (Céline Delforge, Zoe Genot, Bernard Wesphael) positioning however against the treaty.

The crisis of Schaerbeek and its consequences

The shortly after the communal elections of October 8th, 2006, Ecologist, by the voice of Isabelle Lasting refused to concretize a pre-election agreement with CDH and the PS aiming at offering the scarf maïorale to the Minister for Justice Laurette Onkelinx. The agreement, born in 2003, aimed at substituting in the majority Mr.-Ecologist in place a " majority; Olivier" gathering socialist, democratic and ecologists. It was conditioned with obtaining a stable majority. Isabelle Lasting judged that a majority of a half-seat (24 communal advisers out of 47) was not viable in a commune where 12 changes of affiliation of advisers had been counted between 2000 and 2006. The fact that one of the new elected officials PS was at the same time the leading room of the Turkish organization of extreme right-hand side of the gray Loups was also called upon to justify this decision.

Although members of the Ecolo party - of which Henri Simons, passed with the PS a few months later and candidate on the list of this party to the Senate in 2007 - publicly protested against the standpoint not concerted of Isabelle Lasting (however head of party), the official authorities of the party decided not to sanction it.

Legislative elections of 2007

The legislative elections of June 10th, 2007 made it possible Ecolo to gain an important success and to double its representation at the Parliament. The slogan of the party était : " A greener ground, a world righter MAINTENANT ! ". Ecologist gains 8 seats with the Room of the representatives (against 4 in 2003) and 2 seats of directly elected senators (against 1 only in 2003). The party Flemish ecologist Groen! gains as for him 4 seats with the Room and 1 with the Senate whereas it did not have any more a federal representation since the elections of 2003. The greens decided to form a group common of 12 deputies to the Room thus joining again with a tradition started in 1981.
